Can I have ONE Spotify account but multiple users?

Hi there and welcome to the community,

 

No, Your account can only be used by you. It can't be used by multiple users. I'd recommend to go for a Family plan. You can then add a second/third/fourth user (with his own account) to the plan for 50% more per user.

 

If you want to share the playlist, then make the playlist collaborative and share it with the other users.
