Payment method country change not allowed

Hi, how do I change the country settings to change payment method?  I’ve been trying to change my payment method to PayPal or my European bank card as I moved back to Europe from Australia. Now every time I try to updater,  it says online the countries don’t match. 
 I can’t find a way of changing it in the settings either as it doesn’t allow me to change the country.

Please help my Australian friend is paying atm and I can’t seem to figure it out 🤪
