You can be logged in on multiple devices at once, but you cannot play music from them all at the same time. The official way to play music from more than one device at a time is to have a family subscription, but outside of that, you can have a total of 3,333 songs saved on offline devices up to 3 for a total of 9,999 songs.
Regarding the college issue, yes, you'd need to confirm with Support.
