Spotify Used in Public (non-commercial)

I am working with our community to upgrade our park's infrastructure.  We would like music throughout the park.  Can spotify be used for general public consumption in a non-commercial manner?  That is, with the Premium subscription, can I play Spotify throughout the park?

I'm afraid not. This is covered in the terms here. Public performances of music are normally licenced by the PRS who collect royalties and there is no mechanism for doing this with streaming services such as Spotify.

Thanks for the quick response.  I could be mistaken, but I believe Pandora has this service.  Do you know if it has to do with the "random" nature of Pandora?  If so, it's feasible that Spotify could do something similar, correct?  Thanks again.

Pandora is just a radio station so I guess that's the difference.
