My Question or Issue

Spotify won't install due to a file that is in use by another process. I don't know what to delete for that process to stop using a file. I have already uninstalled my spotify before downloading the .exe

Hi @BowlOfSoup.

Thanks for reaching out to the Community about this.

We'd recommend restarting your computer in safe mode with networking enabled (usually accessible by pressing F8 during boot-up) and try deleting all files containing Spotify again from there before downloading and installing Spotify from the Windows Apps store.

You can take a look here, where your same problem has been solved.
