Stuttering, Pausing, and 'Can't Play' Errors Across Multiple Devices

Hi,
I've been having a terrible time with Spotify lately regarding stuttering, pausing, and refusal to play songs. This happens on the Desktop (win) app, iOS (iPhone & iPad) and tvOS. I've cleared caches, reinstalled the apps, updated software, etc., and the issue persists months later. It especially refuses to play songs that are in my playlists and I'm greeted with the "can't play" error on desktop all the time.

I also had strange behaviour where a downloaded playlist would only play a few of the downloaded songs in offline mode and refuse to play others even though downloaded.

I'm on a Duo account and my wife has none of these issues so I'm guessing it's something account-related?
