Unable to change the country

As the title says i'm not able to change the country and my account ,to put a new credit card in and pay my premium. The customer help was rather useless on the homepage so i thought i'll ask here , if anyone has a clue to why i cant edit my account ?

In order to change the account registered on your account, you'll need to follow these steps. Remember that you need to update your payment method to one that's been issued in your new country.
