Unable to download

Spotify asked me to "restart to get the latest version" on my PC (Windows 7) and now it will not open. It says "The installer is unable to install Spotify because the files to write are in use by another process. Please make sure Spotify is not running and retry. Error code: 18." I tried completely uninstalling Spotify and then re-installing, but the same error appears. I searched through my downloads to make sure all traces of Spotify were deleted, and everything was uninstalled. Still no success. Same error message.

Any ideas?
