error "payment method and country don't match" when upgrading to premium

- Trouble on Android 13 Galaxy S22 Ultra and Ubuntu laptop. MS Windows is not an option. Also fails on Android app.
- Google Chrome is disabled, and is not an option.
- All permissions are locked down. This is negotiable.
- Tried using incognito/private session. Does not work on either platform above.
- Using ProtonVPN with always-on/permanent-kill-switch. Disabling the VPN or the permanent kill-switch is not an option.
- Other major corporations have successfully white-listed me (e.g. Kroger).
- Willing to endure many case numbers and many hours to resolve the issue.
- Asking for live support if available.
