Why is it that I paid 12.99 for premium from iTunes and it took the money out my account but I still have free.

have you tried restarting the app. Sometimes that helps. Also consider checking whether your subscription status changed in the desktop app.

By the way: subscribing on the spotify.com website is usually cheaper as spotify adds the apple-in-app fees to the subscription costs because they are not allowed to offer the regular payment-option on iOS.

I deleted and redownload the app and I do not have a debit card to pay for it online. I went through my apple settings and did the subscription that way but it still didn't do anything.
