Is there a way to install the android app on a new tablet in Japan for a user with premium account in Germany?

You should be able to manually download the application by going to the following web address in your mobile phone browser:

http://download.spotify.com/android/SpotifyAndroid.apk

I just used this download link from Japan and installed the app. Can confirm it works. Make sure you typed it correctly and don't forget the .apk at the end.
