My Question............ i  have just signed up to premium and was wondering if i can merge my old (free) account/playlists to my premium one.?

While it’s not possible to merge two Spotify accounts together, you can feel free to transfer content from your old account to your new account by following the steps provided in this Spotify Answer.

Alternatively, if you meant to subscribe to Spotify Premium on your old account rather than on a new account, you can get in touch with Customer Support, who will take a look and do their best to help.
