Ability to Re-arrange Songs in iOS Playlists

How long have users had the ability to rearrange song order in user created Playlists on iOS devices? I am trying to understand how long Spotify has given additional features to Premium users of Apple devices whilst continuing to deny this feature to Premium users on Android platforms.

Approximately 85% of smartphones worldwide run on Android. Interesting that iOS gets crucial features developed sooner.
