Android 9 - Stream/Download quality keeps resetting

Android 9 on Pixel 3, this happens under a very specific case:

1) Start any song on device

2) Go to settings, observe/set both options on Very High

3) Open currently playing song by tapping  bottom bar

4) Wait at least 1 second, then return to settings by pressing device's back button or top left back button.

Stream quality will reset to automatic, and download to Normal.

This only happens when returning directly to the Settings page; switching to Home or Library, then opening & closing currently playing song does not have any effect.
