Can no longer sync local files to android device.

i have seen several threads on here about the same issue. however i have tried every solution from every thread and i still cant sync my local files to my android. i have tried disabling firewall, i have tried enabing network discovery, i have tried uninstalling the spotify app on both my mobile and my pc and its STILL not working and both devides are on the same network!! does anyone have any other suggestions? my pc went under an update a few days ago, could it be that? someone help pleaseeeeeeeeeee
