Can't Play Laptop Local Files On Android

For the past week or so I've been trying to sync my local play files to my phone so I can listen to them wherever and it just refuses to work. Whenever I go to download my playlist of local files, it just says 'waiting to download' and stays that way indefinitely. I've tried anything I can, I connect my phone to the same WiFi as the laptop, I add the songs to existing playlists and I've made new ones, but no matter how hard I try it just doesn't work, and it's not just me either. I've seen plenty of people having the same problem and I haven't found any solutions through those other forum posts. Is there anything else I can do? And yes, I do have a premium subscription.
