Issue with syncing local files playlist

My Question or Issue

A couple of my playlists that contain local files are not displaying the same tracks on the playlists on mobile. A seemingly random amount and random selection of the tracks on the playlist will even be visible on mobile.
I have attempted to delete the sources for the local files in preference.
I have tried deleting the playlists and recreating them.
The local files are placed on my stationary computer that is hooked up to the internet through an ethernet cable to the same network my phone is hooked up to through Wifi.
