Issues with Offline syncing

So I'm having trouble with two things, as listed below. I've been doing this for a while now and it's worked fine before but I recently upgraded to Android 6.0 and for some reason, it won't work now.
1. Adding custom music to my Spotify Android app via Spotify Desktop.
My custom music got deleted when I upgraded and so I opened up my Spotify Desktop and tried to sync over the songs to my Android but it won't work. (My phone and desktop were connected to the same wifi network at the time.)
2. Downloading songs offline via Cellular Data.
I've turned on the Download via Cellular option, made a playlist with the songs and turned on the Available Offline (or "Download" as it's called now) but it won't initiate download. It only says "downloading" in the app but I don't get the queue in the notifications saying how many songs are being downloaded, etc.
I have around 11GB free storage space so that's not the issue.
