Local files on pc wont play on android

I recently added music files from my PC on spotify desktop. I put them in playlists, and even checked the download button to on, just to be sure. But I am unable to listen to or play those files on my phone.  They do show but are greyed out. My phone wont even download them.  Previously I did this with my iTunes playlist in a previous version. In that version I was able to download and play those local files on my phone.

Any help in this situation would be great.
