Local files on phone

Can i use local files from my phone? Syncing with desktop doesn't work for **bleep** and i have same files downloaded on mobile device, so it would be nice to just add them to my playlist, is that even a thing?

Unfortunately it's not possible to use the files downloaded onto your device.

About the syncing issue. What I've found that works best if everything else fails is to create a hotspot connection with your mobile device, connect your computer to that and try syncing local files.
