Thanks for reaching out on the Community.

What’s New (the feature behind the bell icon) should be available in all markets in which Spotify is available. The roll-out of the feature is gradual and so make sure your Spotify app is updated to the latest version. Hopefully you'll get it soon. If the feature doesn't appear for you soon, feel free to reach out again.
