No offline option available

So I have a Samsung galaxy s4 and I have read a lot of stuff to try to see if I could fix this but it has been a pain. So when I go into settings the option for "offline" is not showing up. When it was there at first when I first made my account it would allow me to do the downloads and then play it but then out of nowhere all my downloads wouldn't play when even though it showed on my album that it was available offline, then a day later the little green arrow showing it was downloaded wasn't there anymore and the option for offline disappeared. So I don't know how to figure this out. If there's some good instructions on how to fix this that would be great.
