Not All Saved Songs Transferred To New Phone

I purchased a new phone, and I had no issues logging into my Spotify account. However, only a few of the songs I had saved are now on the new phone. I still have access to the older phone, so is there a way to get the rest of my saved songs on the new phone?

If you are talking about music you have downloaded as against songs you have added to you library (saved) then no. You will have to redownload your music. It's a good idea to reformat the SD card first, making sure to back up any valuable data first.
