Permanent notification no appearing

Since yesterday the notification that tells you spotify is open (the notification bar controller) will not appear. I have reinstalled and the options in my android and spotify settings are both switched to on. My android setting is set to "priority." I run the latest version of both spotify and the android OS. This makes it so I can't press next song on my car stereo or my Bluetooth headphones. I have to unlock my phone, reopen the app and press next. How do I get this back?

*Solved* Had to force close the phone app for some reason. Came right back.
