Pop-up menu not loading on spotty connection

My Question or Issue

How come the pop-up menu has to load every time there's an internet connection? Why is it quicker for me to turn my internet off so that the menu will actually open? I don't want to have to wait half a minute for a menu so I can queue a song and then have a message telling me I have to be online for the menu to load, which I can circumvent by going offline entirely.

Whatever happened to intuitive UI/UX design?
