Selecting a device before hitting play

When using the mobile app, do you always have to hit "play" before selecting a device? (Cast device specifically).

There seems to be an overlay that pops up when something is playing and that is where you can select a device to play music to. But I can't get to that when I boot the app without playing music first.

Please tell me there is a way to select a device before I hit play.
