Shuffling library ?

I used to use this feature and it is still there, but now when I use it, It replays the same 2-8 songs at random it seems. I have 4 playlists (~500 songs) downloaded so when I am in offline mode those are available to listen to but only if I go to that specific downloaded playlist and shuffle it. Again I was able to do this before but I don't know what has happened and I can't shuffle all my playlists.
