Spotify Premium on Android NOT downloading imported files.

Ok so I have multiple tracks that I had to import locally to my Spotify on my desktop. It used to auto-sync and auto-download to my Galaxy Note 4 however in the past week, it stopped doing so. I reinstalled Spotify on both platforms, only to lose all my imported tracks on my mobile device. Can I get a solution for this? Really frustrated. Also, certain local tracks on my desktop do not play on my playlist for reasons I don't know. I have them in the same local folder however they refuse to play.
