Spotify on Chromebook OS not syncing playlist

My Question or Issue

I am unable to sync my playlists on my Chromebook. I had both my Windows Laptop (which has my local files that are in my playlists) and my Chromebook on the most recent version of Spotify and on the same network and still my playlist only shows "Waiting to download..." for eternity. It syncs just fine when it's my Windows Laptop and my iPhone XS Max but not with the Chromebook. I know this is an ongoing issue. I've seen posts from 2017 and forward about issues just like this and have yet to see a fix in any thread. So, does anyone have any ideas?
