Spotiy's crappy application doesn't let you to download on Music folder. You should create a playlist and download from there.

If you're talking about the 'All Songs' section, look at the top; it should say 'Available Offline' and to the right of that a grey circle that you can slide to the right.

Doing so will download the songs to your device.
