Sync local files on mobile? (without PC)

Hi all,

This might be seems a redundant questions but i really looked keenly for an answer and couldn't find any. I saw all previous answers which depends on adding your local music to your PC (make a playlist) then playing then through the same wifi network. However, this is not very practical for me. I am not always beside the same PC nor the same wifi !!!!

So, I have some music downloaded on my mobile phone (android) and i would like to play it in addition to my offline spotify playlist.
Is there a way to play them without PC sync? Or maybe an app which can play both my mobile local files and offline spotify playlist?
