Where's the "Import" option on Spotify settings [Android]

I've searched a lot but all questions out there are about anything but this/are too outdated.

I got a Samsung J8 and when I open "My Library" ->  Settings -> Import your songs, I can normally listen to them, add to my playlist, etcetera.

However, my other phone, which is a Samsung A5, doesn't have that option anywhere.

Note that both apps are fully updated to date (01/22/2019), at v8.4.89.515.

Is that option not available for my latter mobile device? What other devices is it not available for?
