I recommend you contact Spotify Support using the form here. It may be they just need to clear your cache their sideYou will get an automated reply at first, however if you need to chase them just reply to the email as it does get monitored.
What mobile operator are you on? Which country? Can you check your country settings match that on your account page here: www.spotify.com/account
Also check you're not going through a VPN or anything else that may be throttling your data.
my carrier is Verizon, USA, my phone is a samsung galaxy s3, and it happens on wifi or on the verizon network.
Not real long, couple weeks to a month maybe.
Is it on both wifi and mobile data? If give a clean install a try and see if that helps:

Reinstalled spotify and now under the Your Music tab my playlists won't show up!!?
Ok, i just had to close and reopen the app...
