No Scroll bug when moving tracks is back...

since at least 1.89 (& still ongoing with 1.90 versions), playlists don't scroll when you try to move up a track within a playlist... 
In addition of being **bleep**ing annoying, this bug goes on & off for YEARS (about 5) depending on versions, how about fixing it FOR GOOD this time ?
