Why Spotify do not ban users using Spotify Hacked?

I just want to know why Spotify do not gets better it's Android Spotify version, to not let people hacked by a modified Spotify APK.

Like forcing people update every time Spotify and it the do not do it, they can't use it.

If so, I have used my Spotify account to download .mp3 music.

and they sent me a message saying that I am not following their term of service, so... my question again...

Why Spotify do not ban people using Spotify MOD, but they do on people downloading .mp3 music.

Have totally no sence, because I can download the same music on YouTube Music, or Amazon Music, or whatever...

Maybe Spotify have to focus on people hacking their app, thing that they aren't doing...

This is because I think Spotify mod is not free. It also requires a subscription. Users can download it but later have to purchase a plan So, why they should ban users?
