Hy,

I'm from Romania and I really want to use spotify but I can't i made my account in Ireland when I was there and after that I came back to Romania, I listened for 14 days and now, since yesterday i can't use it anymore...I know why i can't and i tried to pay for premium but again i couldn't because Romania it's not on that list of countryes...So i need to know i can't use spotify if i'm in Romania or what?

Yes, that is correct!

It depends on your IP (Internet address) and your payment method.

They need to match a Spotify country.

So yes because i'm living in romania i'm not able to listen music on spotify even if i want to pay for premium ! I think that's wierd but anyway ....

Yup, unfortunately it is down to licensing. 

Spotify can't allow the service to be available in Romania if they have not accquired all the needed licenses for the content. If it ever launches in the future, it will be posted on the Spotify Blog.
