The availability of music on Spotify is up to the artists and their music label.
If the music is unavailable, the artist or their music label has likely decided not to make it available yet in Spotify.
Delaying music is common nowadays, since they want to maximize album sales, which they feel increase if people are not capable of streaming it. When the sales window passes, they make it available for streaming.
