Sometimes when I search for certain artists and song on the computer, Spotify won't play the song. It throws up a flag and says "This song is not available. If you have the file on your computer you can import it." But when I go to the app on my phone it's available. Why?

If you have Realtek Audio Driver installed try to uninstall it and then set your your default listening device through Control Panel, also try to turn off Spotify's Hardware Acceleration.
