Yes, I would be safe to assume so as Billboard announced it would include music streams from the Spotify service as well as from the web in it's calculation system with regards to music releases. Of course any rating of songs from an artist would probable fall within how that music is released in Malaysia. If the content is an artist who releases international, billboard tracks the content most popular from all over the world and places positions of songs on it's song boards as needed. Local artists or artists just popular in Asian based countries might fall under a different billboard rating board.
