Blocking and disliking artists and songs in Spotify for Windows

Who was the freaking genius who decided that the desktop app wouldn't have the option to dislike or block songs and artists, making it only available for mobile (Android and iOS) and making the setting device-specific, meaning if I block an artist on my phone it can still appear when I'm listening on the desktop app?
Do I really need to move to Deezer to have this option?
