Cache Path does not actually work on Windows Desktop

Cache Path does not actually work on Windows Desktop

This has been an ongoing problem for over a year now. My C:\...AppData\Local\Spotify is 10+ gigs. But my desktop spotify app settings are set to store cache at A:\...\cache

the A:\...\cache has SOMETHING in there, but only a few mb. So the path 'works' but at some point spotify just starts dumping everything back into my C:\

anyone else have this issue? Is there a solution? Again, this isn't a one time thing, I clear the cache and verify the cache direction in 'settings' every few months for over a year now.

my misunderstanding is that the 'local storage' is probably for downloaded songs or something. It doesn't effect the cache.
