We'd recommend restarting your computer in safe mode with networking enabled (usually accessible by pressing F8 during boot-up) as well as deleting all files containing Spotify in AppData\Roaming and AppData\Local, before downloading and installing Spotify from the Windows Apps store.
If that doesn't do the trick, you can check out the suggestions on the Microsoft support forums or get in touch with their customer service.
