My Question or Issue

 I cannot prevent Spotify from launching on startup short of uninstalling it. 

Yes, I have set "Open Spotify automatically..." to "No".

Yes, Spotify is disabled on the Startup tab within my Task Manager.

Yes, Spotify is absent from my Startup folder within AppData.

I found the problem. It is a Windows 10 'feature' to by default reopen any apps upon startup that were not manually closed before the previous shutdown. Here is a Stack Exchange answer that instructs how to disable this behaviour.

Obviously you've tried almost everything without joy, perhaps try something like I use, an alternative app that controls your disabled/ delayed start ups etc? Try Iobits Advanced System Care (free to use) its got a great set of performance options as well as good registry editing and clean etc. Cant give the link but just search iobit! 

Thanks for the suggestion. I will try reinstalling spotify first.
