If logging out and back in helps only temporarily you might need to run a clean reinstall of the Spotify app on your PC. We recommend this step for being more thorough than a simple reinstall in removing any corrupted data from previous installations that could be causing this issue.
In case you see no difference after the clean reinstall, check your hosts file for entries that need to be removed. Follow the steps described here on how you can do that.
