Music not syncing between devices

My Question or Issue

 I have some local files on my desktop which I uploaded to a Spotify playlist. I got them to upload to my phone no issue. Now I'm trying to get them to my laptop and I can't figure out. I have it downloaded to my phone, I am connected to the same WiFi, my firewall accepts Spotify, I toggled the "download" slider on my laptop. But they did not download. It was working on the app direct download from Spotify's website, but now I have the Windows Store app and I'd rather not switch.
