As we haven’t seen any similar posts about this recently, could you let us know if you’re still having troubles with opening the app?
In case the issue persists, it'd be great if you could send us a quick video where we can take a better look at this behavior. You can attach it to your next response by using the Insert Video option in the post editor. You can also upload it to Google Drive and share the link with us (make sure the video has the permissions for anyone to see it).
We'll be on the lookout for your reply.

Thanks for the video recording and for the info shared.
At the moment, it's possible to download the app from both the Microsoft Store and our Web page here. So in this case, if you install the desktop app from the web page, try to uninstall that version and try installing the one from the Microsoft one or vice versa. Give it a try and let us know how it goes.
On another note, just to confirm, is the web player working as it should? It'd be awesome if you could check.
Lastly, as a next step, can you please try running the app in Safe Mode or Safe Mode with Networking to rule out any issues with your default Windows settings and basic device drivers? Give it a try and let us know how it goes.

Web player is working (though no local files of course), but neither version of the desktop app functions.

Thanks for letting us know.
Aside from the Safe Mode suggestion, made by @AlejaR, we can also try a complete clean reinstall, which will scrub almost all data related to Spotify from your device.
In case the issue stubbornly persists even after this is done, another step that can help is to remove all lines from your hosts files as well:
If this doesn't help either, open your Spotify 'Properties' by right-clicking on the app icon and go to 'Compatibility'.
Select 'Change settings for all users' and check if the program starts when you change the Compatibility Mode setting to Windows 10.
We'll be on the lookout for your response.
Support suggested this - there was no line with Spotify in it, and thus reinstalling was unsuccessful.
