Are you sure it is Spotify making these folders? What are the folders called?

Yeah I can take a video. Note that I cant delete the folders till i closed Spotify.

Very strange. Have you tried a complete reinstall, also what is the cache location set to in Edit->Preferences? It may be the desktop lol...
