My Question or Issue
I liked 1.355 songs in my playlist, but i my windows applications i can only see 353 songs. What can be the problem and how can I solve this? Online and Iphone the number of songs are correct.

No worries. If you reinstall the app, the content will still be saved in your account. In case you want to listen to music while being offline, you will need to first download the songs.

Could you give these steps a go and run a clean reinstall? This one is more thorough than the usual one.
In case you're using the app from our website, you can try downloading it from Microsoft store to see if that makes a difference.

If I do this, will I lose my playlist including local files?

I have deleted en re installed Spotify and now my problem is solved.
