PC Windows Desktop is Glitchy

I'm on Premium and have the desktop app on my PC using Windows 10.

The desktop app feels particularly glitchy for podcasts.

1)  When I hit pause, the audio/video continues to play for 5-10 seconds.  Similarly when I hit play, it can take 5-10 seconds to start up again.

2) If I get disconnected or stop watching the podcast, I've been losing the timestamp up to where I've already watched.

3) Why can't we download podcasts music to the desktop app on pc?  This seems ludicrous to me.
