My Question or Issue
 I am on my windows 10 pc, I tried other things that other people have suggested, but it still doesn't work, I even tried installing a new file, but still didn't work. Web player works, but spotify downloaded doesn't. This is really annoying when I want to listen to my music, but have to use my phone and drain it's battery more. Help?

I'd recommend reinstalling the audio driver at this point. It's an easy procedure 🙂
Check this Windows KB (the section under "Check Device Manager") on how to do this.
The Windows Store version of Spotify is better maintained for the Windows 10 platform which means it works a bit better. 🙂

That sounds like Spotify is muted for some reason. Could you check the Windows' mixer (open when you right-click on speaker on Taskbar and select Open Volume Mixer) to see if Spotify is muted in there?
You can also try muting and unmuting Spotify and then restarting Spotify.
Another thing I recommend checking is whether the audio device you're using is Default or not:
1. Right-click the speaker on taskbar, select Sounds.
2. Go to Playback tab, click on the audio device you're using and mark it as Default.

It's fine and dandy, the speakers are my headphones and my built-in speakers. I checked the one setting where you could change spotify's speaker setting from default to whatever you use, and I set it to the realtek speakers, still no avail, web player works, it streams perfectly to my phone and ps4, but just the application doesn't work. I feel like the fault is on Spotify /or Microsoft, I'm not saying it's my pc's fault, 9/10 when things happen to me it's on the company from what I've been experiencing
In this case I'd suggest checking out these settings:
The audio enhancements:
1. Go to Taskbar, find and click on the speaker icon. Click the speaker/device icon again on the volume slider popup.
2. Go to Sound Enhancement tab and disable them enhancements.
3. If there are additional tabs like Dolby or similar, try disabling these too.
The Communications setting:
1. Find the speaker icon on Taskbar again. Right-click on it and select Sounds.
2. In the opened window go to Communications and set Windows to do nothing.
Also, ensure that you have installed all Windows updates, especially those related to drivers and their software.
Another thing I'd recommend is trying the Windows Store version of Spotify.

OK, so I reinstalled the application using the store version AGAIN, this is not a very good method, this bug needs to be fixed ASAP, it's not very good that this bug is STILL not being fixed, I won't accept this as a good solution, because it isn't convient. Also, the other things you mentioned never worked.
